Trump's Progressive Warning Misses Europe's True Danger: Technological Stagnation.

Donald Trump's security policy document presents a flawed view of the European Union. It claims that open-border policies and so-called "progressive" agendas represent an grave threat to European civilization. However, this perspective is based on a serious misinterpretation of the situation. The actual danger confronting Europe is not cultural but economic and technological lag.

A Glaring Growth Gap Between Europe and the US

The data paint a stark contrast. Between 2008 and 2023, American economic output grew by 87%, while a mere 13.5% increase for the European Union. During this period, EU GDP per capita dropped from over three-quarters to just 50% of the US level. Remarkably, even the poorest US state now boasts a greater average income than several leading European economies like Italy and France.

Today, about half of the world’s top fifty technology firms are US-based, while a mere four are European.

The Innovation Deficit: The Core Question

The growing economic gap stems from stronger productivity growth in the US, fueled by breakthroughs and better use of resources. The scene of global tech dominance is overwhelmingly American. Over the past five decades, hundreds of American startups have scaled into companies valued at over $10bn, compared with only fourteen in the European continent.

This disparity prompts a vital issue: In the race for tomorrow's sectors like semiconductors, AI, and fusion energy, where does the EU stand? Most analysts concede it is largely a contest between two involving the US and China, with Europe entering at a significant handicap.

Root Causes of Europe's Innovation Gap

A number of major reasons account for this innovation chasm.

  • Venture Capital: The United States has a far deeper and more dynamic network for financing new ventures. The EU still lacks a true capital markets union, which limits the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper European business. A US startup can launch a service under a single regulatory framework to access a market of over 330 million. The European Union, despite a larger population, is divided among twenty-seven separate regimes, creating huge internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In parts of Europe, business failure was historically viewed with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in military capabilities has weakened its capacity for breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

In spite of these challenges, one can find causes for optimism. Policymakers are growing more conscious of the existential challenge and have started to propose substantial change. Notable reports on EU competitiveness and the single market highlight the need for major reforms.

Given appropriate incentives and rule changes, these assets might enable much higher degrees of business-led breakthroughs.

The continent retains significant advantages: skilled human capital, top-tier education systems, and world-class research institutions. Alongside a large internal market and high savings rates, these elements have the potential to trigger a new wave of venture creation.

Importantly, even if the EU does not take the lead in creating next-generation technologies, it can still significantly increase economic output by adopting and adapting innovations from elsewhere.

An Inflection Point

The European Union now stands at a decisive crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, Europe's slide in innovation has been gradual. However, if it fails to take bold steps to address its deep-seated problems, today's slow erosion could turn into a rapid and permanent loss of global economic relevance.
